Subject: Urgent Appeal for UN Intervention in the Thailand–Cambodia Crisis

Dear Secretary-General Guterres,

We, representatives of Cambodian communities and supporters around the world, urgently call on the United Nations to intervene in the escalating aggression by Thailand against Cambodia. These actions not only violate Cambodia’s sovereignty but also undermine human rights, international law, and the authority of UN institutions.

Key Violations by Thailand:

  • Kidnapping and illegal detention of 18 Cambodian soldiers (now 60 days in captivity after a ceasefire). 
  • Ongoing and continuous encroachment of armed Thai military forces into Cambodian territory. 
  • Intimidation and threats against Cambodian villagers, including armed confrontations and sniper deployments. 
  • Official rhetoric threatening arrest, imprisonment, or even death for civilians who resist. 
  • Disregard for international treaties and rulings, including the Franco-Siamese Treaty of 1907 and two ICJ judgments (1962 and 2013) confirming Cambodia’s sovereignty.

Our Requests to the UN:

  1. Publicly condemn Thailand’s aggression and reaffirm Cambodia’s territorial integrity. 
  2. Demand the immediate release of the 18 Cambodian soldiers. 
  3. Establish monitoring or peacekeeping mechanisms to prevent further encroachment and protect civilians. 
  4. Enforce compliance with ICJ rulings and international treaties. 
  5. Ensure protection of human rights and dignity of Cambodian civilians.

Why This Matters:
Failure to act weakens the UN’s role as a defender of peace, international law, and human rights. Cambodia’s people, having already suffered through genocide and decades of instability, deserve protection and justice. Peace and stability in Southeast Asia are essential not only for Cambodia but for global security.

We, the undersigned, respectfully urge the United Nations to act swiftly and decisively to safeguard peace, justice, and the dignity of Cambodia and its people.
